Scottish Ministers

I know that a Scottish minister can marry people anywhere, not only in pre-registered places. Is this only anywhere in Scotland or do they have the authority to marry people in England ? If they are able to, then where do I find a list of ministers ?

Scottish Ministers can certainly marry couples anywhere but this is only in Scotland. They do not have the authority to do this in England.
